Reason for Change:
The original Fiscal Year 1999 plan had a separate objective for each goal of the AHCPR strategic plan. The rewritten plan looks at the portfolio of new knowledge as a whole. In Fiscal Year 1999, the Agency focuses compiling research syntheses for three priority populations. These syntheses will present a comprehensive picture of what the Agency has achieved, help determine further research needs and identify areas for translation and dissemination of the new information to facilitate use in the health care system. In Fiscal Year 2000, the Agency moves to annual reports for each of the three strategic goal areas: outcomes, quality, and cost, access, and use of health care. The priority populations reported on in Fiscal Year 1999 will be folded into these more comprehensive reports.

Objective 2.2 was reworded to emphasize identifying and assessing the significance of research results as illustrated by publication of the results in major peer reviewed journals or the implementation of the results the health care field.

Objective 2.3 now emphasized the important commitment of resources the Agency makes in order to launch research initiatives. In the Fiscal Year 2000 budget, AHCPR introduced three budget priorities. The Fiscal Year 2000 objective 2.3 is changed to reflect implementing Priority 1.
